You are eligible if you are a homeowner in Peoria, East Peoria, Richwoods Township, or Unincorporated Peoria County; have a household income below $38,200 for one person or $43,650 for two people; have at least one elderly or disabled occupant; have paid current property taxes; and have active and casualty homeowners insurance.
